Integrasys and Aldoria selected by the European Defence Fund to develop a capability to counter space-based surveillance
The EOBLINDING program aims to develop a mobile system capable of tracking space-based observation satellites and temporarily limiting their ability to observe sensitive areas.
Paris, September 17, 2026 – Selected under the European Defence Fund (EDF), the EOBLINDING program, which has received €6 million in funding for a 30-month period, will be led by Integrasys and will bring together several European partners: Centrale Space Agency, Odysseus Space, TTI Norte, XYSENSING, and Aldoria, which is responsible for developing the surveillance and tracking component for observation satellites.
The system will combine precise satellite tracking capabilities, radio frequency jamming and temporary laser dazzling capabilities. Aldoria will develop its first mobile space surveillance station, intended for future deployment in theatres of operations.
Recent conflicts have underscored the role that satellite imagery plays in military operations. Observation satellites, whether equipped with optical, infrared, or radar sensors, make it possible to track troop movements, supply lines, and changes in sensitive infrastructure. In Ukraine, high-resolution imagery has made it possible to track concentrations of forces or the movement of artillery batteries, sometimes just a few hours after a satellite passed over the area.
In this context, knowing which satellites are likely to observe a given area, when, and with which sensors becomes a critical factor in protecting military forces. EOBLINDING aims to provide precise information on this activity and, when necessary, to implement temporary countermeasures.
As part of the EOBLINDING project, Aldoria will develop its first mobile space surveillance station. The optical and tracking capabilities developed by the company will be adapted for a transportable and rapidly deployable platform.
The station will enable precise tracking of low-Earth orbit observation satellites and monitor their passage over a given area. This information will be used by the EOBLINDING system to implement appropriate countermeasures, following human authorization.

For military forces, knowing when a satellite will observe a given area-and with what capabilities-is therefore critical information. With EOBLINDING, we aim to adapt our expertise in space surveillance to the needs on the ground, with a mobile capability that can be deployed as close as possible to the operations,” explains Alexis Petit, CTO of Aldoria.
EOBLINDING will integrate space surveillance capabilities with radio-frequency jamming and laser dazzling capabilities. The system is designed to counter both radar observation satellites and satellites equipped with optical sensors.
The planned countermeasures are temporary and reversible. They aim to temporarily reduce a satellite’s ability to observe a given area, without damaging the satellite or its sensors. Their activation will, in all cases, be subject to a decision by human authority.
